Or late in the evening. It is more around the 10-11am that most of the tour buses come. I rented a car when in Yucatan and the driving is fine and there is not much traffic. The roads are good quality and are quite so driving a scooter would also be no problem but it would be a very long journey on a scooter from Cancun to Chichen itza (200km). If you rent a car you should check out my other post about places in Yucatan because they are quieter but nicer. Plenty of ruins like Uxmal which are just as impressive as Chichen Itza. (Also make sure to read in the post the part on the fuel scam they have going)

The cenotes are still excellent even if you cannot swim. You can always stay near the side and some you can stand close to the edges. Definitely worth going to regardless.
